Their recent report on what’s come to be called super-vouchers details the short-lived effort by the CHA to offer qualified voucher-holders a slightly higher monthly stipend to allow tenants to move into better buildings in safer neighborhoods. Faced with negative press and political headwinds, the CHA phased out the program after only about three years. This program was produced by Chicago Access Network Television (CAN TV).
